ci: pin gha-workflows with the go.mod release build - #200

The release-binary job pinned go-version 1.26 inside gha-workflows, so every Go 1.27.1 tag failed in GoReleaser and cut no GitHub Release. gha-workflows now reads the Go version from go.mod; this moves every reusable workflow pin to that commit.

Why
The
v*tag for Go 1.27.1 failed inrelease-binary / release:go.mod requires go >= 1.27.1 (running go 1.26.8; GOTOOLCHAIN=local).The image was built and signed; no GitHub Release was cut. gha-workflows#137 makes GoReleaser read the Go version from
go.mod.What

ff848d88→28cee20e. That range is gha-workflows #134–#137:No code change. The next patch tag carries the GitHub Release.
